Arunachal Cabinet Clears Panel for Siang Dam Survey
Context
The Arunachal Pradesh Cabinet has approved a high level empowered committee to oversee the pre feasibility survey and related activities for the Siang Upper Multipurpose Project (SUMP) amid concerns among local communities regarding the proposed project. The project has been considered a project of national importance since 2008 and is planned as a major multipurpose intervention involving hydropower and water management.
Key Highlights
- The proposed SUMP on the Siang River is a major multipurpose project with a reported proposed generation capacity of around 11,000 MW. It also includes objectives related to flood moderation and water security.
- The Siang is the Indian name of the river known as the Yarlung Tsangpo in Tibet. It becomes the Brahmaputra downstream, giving the project significance beyond electricity generation due to the transboundary nature of the river.
- The project has faced concerns and opposition among sections of local communities, particularly regarding land, displacement, ecological impacts and implications for indigenous communities. The State government has therefore emphasised consultation and consensus-building.
- The Centre and State view the project from a broader water security and strategic perspective, particularly in the context of China’s large scale infrastructure development on the upper reaches of the Yarlung Tsangpo.
- Recent village level MoUs indicate that community responses are not uniform. Some villages have provided consent for the pre feasibility stage, highlighting the distinction between support for surveys and final consent for project construction.
Key Concepts
- Siang River: A major river of Arunachal Pradesh and the Indian continuation of the Yarlung Tsangpo. It forms an important part of the Brahmaputra river system.
- Pre Feasibility Report (PFR): A preliminary technical and economic assessment used to determine whether a proposed project is sufficiently viable to proceed towards detailed investigation and planning.
- Transboundary River: A river whose basin or flow crosses international boundaries, creating concerns related to water security, ecological management, diplomacy and downstream interests.
Way Forward
The project should proceed through scientifically rigorous environmental and seismic assessments, transparent public consultation, fair rehabilitation and benefit sharing. Downstream water security and transboundary river considerations should also be integrated into project planning.
