Kerala to Establish Integrated Disaster Resilience System

Why in News?

The Kerala government has announced the creation of an advanced disaster resilience system to strengthen the State’s preparedness against recurring floods, landslides, and other climate-induced disasters.

  • Kerala plans to develop a comprehensive disaster resilience framework supported by advanced early warning systems and an expanded network of rain gauges.
  • The initiative aims to enhance preparedness and response to floods, landslides, and extreme rainfall events, whose frequency and intensity are increasing due to climate change.

Key Concepts

Disaster Resilience:
The ability of individuals, communities, institutions, and infrastructure to anticipate, withstand, adapt to, and recover quickly from disasters while minimising loss of life, livelihoods, and property.

Early Warning System (EWS):
An integrated framework that combines hazard monitoring, forecasting, risk communication, and preparedness measures to provide timely alerts and reduce disaster-related losses.

River Carrying Capacity:
The maximum volume of water that a river channel can safely convey without causing floods. This capacity may decline due to siltation, encroachments, pollution, and poor river management practices.

Way Forward

Building long-term disaster resilience requires strengthening scientific forecasting systems, restoring ecosystems, improving river management, investing in climate-resilient infrastructure, and ensuring active participation of local communities in disaster preparedness and response.
