Sustainability of India’s E20 Ethanol-Blending Programme
Context
The E20 programme, which blends 20% ethanol with petrol, has faced criticism over its possible impact on older vehicles and consumer costs. The government, however, highlights its benefits in terms of reduced crude-oil imports, foreign-exchange savings and support to domestic ethanol production.

- India achieved the 20% ethanol blending target in 2025, rising from around 10% in 2022. Distillery capacity has expanded to nearly 18 – 20 billion litres across about 500 distilleries.
- Major feedstocks include maize (45%), FCI rice (22%), sugarcane juice (16%) and molasses (~11%).
- Vehicles manufactured after April 2023 under BS-VI Phase 2 are designed to be E20-compatible, while concerns remain regarding the large stock of older vehicles.

- Conduct independent assessments of E20’s impact on legacy vehicles and provide suitable retrofitting or compensation mechanisms where required.
- Promote feedstock diversification and water-efficient crops to improve the long-term sustainability of ethanol blending.
