Assam Flood Death Toll Rises

Why in News?

Persistent flooding across eastern Assam has claimed 41 lives, causing extensive damage to settlements, agriculture and public infrastructure.

Key Highlights

  • Floodwaters have impacted over 6.5 lakh people across 939 villages in several districts of Assam.
  • The death toll rose after 10 additional deaths were reported within a span of 24 hours.
  • Nearly 24,000 hectares of agricultural land remain submerged, posing serious challenges to farmers’ livelihoods and food security.
  • The Assam State Disaster Management Authority (ASDMA) has operationalised 100+ relief camps, providing shelter to thousands of displaced residents.
  • The annual floods underscore Assam’s high vulnerability due to the Brahmaputra and Barak river systems, which frequently overflow during the monsoon.

Key Concepts

Assam State Disaster Management Authority (ASDMA):

  • A statutory body constituted under the Disaster Management Act, 2005.
  • Responsible for disaster preparedness, mitigation, emergency response, relief, rehabilitation and coordination of disaster management activities across Assam.

Disaster Management Act, 2005:

  • India’s primary legal framework for disaster management.
  • Provides for institutional mechanisms at the national, state and district levels for disaster prevention, preparedness, response, recovery and rehabilitation.

Flood Plain:

  • A low-lying stretch of land adjoining a river that gets naturally inundated during periods of high river discharge.
  • These areas are agriculturally productive but remain highly susceptible to seasonal flooding.

Brahmaputra River System:

  • One of the world’s largest transboundary river systems, originating in Tibet and flowing through Arunachal Pradesh and Assam before entering Bangladesh.
  • Carries a heavy sediment load, contributing significantly to recurrent floods in the Assam valley.

Way Forward

  • Adopt an integrated river basin management approach to reduce flood risk.
  • Strengthen embankments using scientific planning and regular maintenance.
  • Conserve wetlands and natural floodplains to enhance water retention capacity.
  • Expand flood forecasting and early warning systems for timely evacuation.
  • Promote climate-resilient infrastructure and long-term flood mitigation strategies.
