Cauvery Water Dispute
About the Cauvery River
The Cauvery (Kaveri) River is one of the major rivers of peninsular India. It originates at Talakaveri in the Brahmagiri Hills of Karnataka, flows through Karnataka and Tamil Nadu, and its basin also extends into Kerala and Puducherry. The river flows for about 800 km before draining into the Bay of Bengal. Major tributaries include the Kabini, Hemavati, Harangi, Bhavani and Amaravati. The river is crucial for irrigation, drinking water, agriculture and hydropower, making its equitable sharing a major inter-state issue.

Context
Karnataka informed the Supreme Court that good rainfall during a distress year enabled it to comply with the Cauvery Water Management Authority (CWMA) direction to release 3,500 cusecs/day to Tamil Nadu at Biligundulu. Tamil Nadu, however, argued that the releases were not voluntary and that only 19.49% of its allocated Cauvery water had been realised.
Key Highlights
- Karnataka stated that it released 1,64,080 cusecs from the KRS and Kabini reservoirs between July 29 and August 10, aided by rainfall in Kerala’s Wayanad region.
- Tamil Nadu sought the remaining 21.357 TMC, along with an additional 37 TMC for August 12–31.
- The dispute becomes particularly intense during distress years, when inadequate monsoon rainfall reduces water availability.
- The Cauvery dispute reflects the challenge of balancing upstream and downstream water requirements within India’s federal system.
Key Concepts
- Cauvery Water Management Authority (CWMA) & Cauvery Water Regulation Committee (CWRC): Established in 2018 to implement the Cauvery Tribunal Award and the Supreme Court’s directions on water sharing.
- Inter State River Water Disputes Act, 1956: Provides the framework for adjudicating inter-state river-water disputes under Article 262.
- Distress Sharing Formula: Determines how available water should be proportionately shared during deficient rainfall years.
- Cusec: Unit measuring the rate of water flow; one cusec equals one cubic foot per second.
- TMC: Thousand Million Cubic Feet, a unit used to measure large volumes of water.
Way Forward
- Establish a clear and scientific distress sharing formula for deficient monsoon years.
- Improve water-use efficiency, reservoir management and irrigation practices.
- Encourage less water-intensive crops in the Cauvery basin.
- Strengthen cooperative federalism and ensure that technical water-management decisions remain insulated from political pressures.
